Full Description

The DLA Aviation Engineering Division, Richmond, VA, will be soliciting a procurement for a turn-key project involving the replacement of 1 (one) Electrical Wire Testing System at NAS North Island, San Diego, CA. DSCR intends to acquire the supplies and services cited herein from Eclypse International Corp. of Corona, CA on an other than full and open competition basis under the statutory authority of 10 U.S.C. 2304(c)(1), available from only one or a limited number of sources. Solicitation SPM4A8-11-R-1125 will be issued to support this initiative. This is a pre-solicitation notice only. A copy of the solicitation will be available via the DLA Intranet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/RFP. The solicitation details (including the technical requirements) will NOT be available until the official solicitation is posted, which is estimated to be on or about February 15, 2011. Inquiries for technical info or solicitation details will not be answered prior to the RFP opening date. Subject solicitation will be issued with no socio-economic set-aside (unrestricted) and the resultant award will be a Firm, Fixed-Price contract. The expected performance period is 180 days ARO. QAP 208 applies. FOB is Destination. Inspection and Acceptance are at Destination. All responsible sources may submit a proposal which may be considered by the agency; however it is the Government's intention to restrict award to Eclypse International based on the need to match existing equipment. Numbered Note 25 applies.
