The U.S. General Services Administration is soliciting construction services for the Turner Roof & Building Envelope Project at the Turner Land Port of Entry in Montana, targeting the main building and water treatment building with comprehensive roof replacement and building envelope repairs on both the U.S. and Canadian sides. The work encompasses selective demolition, exterior wall and cladding repairs, thermal and moisture protection, metalwork, openings, finishes, and coordination with electrical, communications, and security systems. The facility will remain fully operational during construction, requiring the contractor to implement daily phasing, secure work zones, maintain border operations, and coordinate extensively with GSA, CBP, CBSA, and other stakeholders regarding antennas, cameras, cables, signage, access controls, and inspections. Work on the Canadian side will necessitate additional coordination for access, permits, and material importation. Certain roofing materials may be sourced through an existing warranty, but the contractor is responsible for all labor, equipment, supervision, permits, bonds, and incidentals needed to complete the project. The work must comply with GSA PBS Core Building Standards, applicable codes, environmental surveys, fire and life safety requirements, and submittal and closeout protocols, with the entire scope to be completed within 150 calendar days after notice to proceed, followed by an additional 60 days for final completion. The solicitation is a total small business set-aside under FAR 19.5 and GSA Class Deviation RFO-2025-19, requiring all offerors to be small businesses with active SAM registration, valid UEI and CAGE codes, and compliance with socioeconomic certifications. Proposals will be evaluated under a Lowest Price Technically Acceptable (LPTA) methodology, where technical acceptability is determined by a pass/fail assessment of the management plan and key personnel qualifications—each role requiring five years of relevant experience and non-overlapping responsibilities. Technical failure in any area disqualifies the proposal regardless of price. The contract includes stringent special requirements such as prohibitions on covered telecommunications equipment, mandatory PIV compliance for facility access, reporting obligations under FFATA and service contract rules, Buy American Act adherence, accelerated payments to small business subcontractors, and flow-down of over a dozen FAR clauses to subcontracts.
