Turner St. Paving

The contract for Turner St. Paving, solicited under number 07-25-0132 by Tarleton State University through SSC Services for Education as the Owner Designated Representative, requires the milling of existing asphalt and the replacement of curb, gutter, and paving in Texas. The solicitation, issued as a Competitive Sealed Proposal, closed on July 14, 2026, with proposals required to be submitted in hard copy and digital format to Sally Wisely at 501 N. Niblett, Stephenville, TX 76401. Proposals must include four parts: Part 1 with the executed Proposal Form & Pricing Schedule completed in ink, Parts 2–3 covering the Technical Proposal and Safety, Risk Assessment & Quality Control documentation, and Part 4, the HUB Subcontracting Plan, which must be sealed in a separate envelope labeled specifically for that purpose. A digital copy of all four parts on a flash drive must accompany the Part 4 envelope. Any proposal failing to meet these formatting, submission, or completeness requirements will be rejected. Respondents are obligated to inspect the job site and adjacent properties prior to submission and report any discrepancies or omissions in the construction documents at least ten business days before the deadline. Failure to provide a complete and timely HUB Subcontracting Plan will result in automatic disqualification. The award will be made to the respondent offering the best value, not necessarily the lowest price, based on a weighted evaluation scoring system: 51% for the base proposal amount and alternates, 24% for the technical proposal including company experience, personnel qualifications, and methodology, 10% for construction time, and 5% each for litigation history, safety and quality control, and general quality assurance. Contract payments are governed by the non-negotiable SSC Uniform General and Supplementary Conditions and require the vendor to be in good standing with the Texas State Comptroller’s Office, not on vendor hold, with a current W-9 form and a valid State Comptroller Vendor Identification Number on file. All work is exempt from state sales and federal excise taxes, which must not be included in the bid. Proposals must also include full ownership disclosure per Texas Family Code Chapter 231, listing names and social security numbers of any individual with a 25% or greater ownership interest.
