TxDMV Request for Proposals Commercial Real Estate Representation Services

The Texas Department of Motor Vehicles is seeking qualified commercial real estate brokerage firms to provide statewide representation services for the leasing and acquisition of properties to be used as Regional Service Centers. Respondents must specify which of the 18 designated TxDMV Regional Service Center areas they are prepared to serve and submit a comprehensive proposal that includes a narrative approach, priced according to the required Cost Proposal Workbook, and evidence of past performance and qualifications. Contractors must comply with extensive regulatory, ethical, and administrative requirements, including maintaining umbrella liability insurance of at least $2 million, undergoing background checks for key personnel, and adhering to Texas-specific statutes such as the Prompt Payment Act and Buy Texas provisions. All deliverables must achieve 100% compliance to be accepted, with TxDMV retaining sole discretion over acceptance and the right to audit, inspect, or waive imperfections. Contractors must disclose potential conflicts of interest using Exhibit D, certify adherence to prohibitions on abortion provider transactions and vaccine passports, and file a Certificate of Interested Parties with the Texas Ethics Commission if the contract exceeds $1 million.
