Virginia Housing (VHDA) is soliciting proposals for a professional commercial real estate brokerage firm to manage the valuation, marketing, and sale of the Model Tobacco Lofts, a trophy building located in the South Manchester/Maury neighborhood of Richmond, Virginia. The selected contractor will be responsible for developing an underwriting and valuation strategy, creating professional marketing materials such as an Offering Memorandum, and managing the transaction process, including buyer vetting and on-site tours. The lead broker assigned to the account must possess at least five years of experience in commercial real estate services. Proposals are due by November 13, 2026, at 4:00 PM EST. Evaluation will be based on the offeror's experience, demonstrated success in selling similar properties within the last 24 months, the quality of their marketing and sales strategy, the reasonableness of proposed fees and commissions, and overall compatibility with VHDA goals. Award selection may be granted to one or multiple qualified offerors. The contract includes specific compliance requirements, such as adherence to the Code of Virginia regarding non-discrimination and the E-Verify program for contractors with 50 or more employees. Payment terms are set at 30 days following the receipt of an accurate invoice. Additionally, the contractor must comply with the Gramm-Leach-Bliley Act regarding the privacy of consumer financial information and maintain strict confidentiality regarding sensitive data. Proposals must remain valid for 180 days and include a detailed fee structure, a proposed timeline, and a certificate of insurance.
