TxDOT Aviation Division- Notice to Consultants

The Texas Department of Transportation Aviation Division is soliciting qualifications from professional firms to develop an Airport Layout Plan (ALP) with Narrative for the Commerce Municipal Airport. The scope of work is divided into three primary phases: a kick-off phase focused on strategic planning and public outreach, Phase I covering aviation demand forecasts and planning standards, Phase II addressing land use alternatives and facility requirements, and Phase III involving the final development plan, Capital Improvement Plan (CIP), and an 18B Obstruction Survey. All work must comply with the latest FAA Master Plan Advisory Circular and specific TxDOT Standard Operating Procedures. Interested firms must submit a Qualifications Statement of no more than nine pages via the TxDOT Aviation eGrants system by November 10, 2026, at 2:00 PM CST. Selection will be based on a 100-point scale evaluating capability and qualifications, recent experience with comparable airport plans, performance reliability, and the proposed technical approach and schedule. Mandatory submission requirements include a written certification regarding the National Defense Authorization Act and the Department of Commerce's foreign adversaries list. The selected firm will subsequently enter a fee proposal and negotiation phase to establish the final contract value.
