All Parts Kit, Clutch Disk must meet form, fit, function and configuration control mandated requirements as defined in Technical Manual 35E8-2-5-4. FAT process is the AF mandated means of ensuring these critical safety features. Other potential vendors would have to submit their Parts Kit, Clutch Disk to the FAT testing process unless they have directly or indirectly supplied this item to the Air Force within the last 60 months. The required testing process is time consuming and costly for the contractor; both of these factors would make purchasing Parts Kit, Clutch Disk without the FAT previously completed unlikely to be the best value for the government. Timely delivery in order to meet current needs would be impossible. Air Force drawings for the Parts Kit, Clutch Disk are readily available to any qualified vendor upon request.
