The Naval Air Systems Command (NAVAIR), specifically the Program Office PMA-265 responsible for F/A-18 and EA-18G aircraft, plans to issue a sole source, firm fixed-price contract modification to The Boeing Company under an existing Basic Ordering Agreement. This contract modification focuses on retrofitting the F/A-18 E/F fleet's Government Furnished Equipment (GFE) Advanced Mission Computer Type 2 with the newer Type 3 Extra Processor Advanced Mission Computer. The procurement is justified under statutory authority allowing for limited competition due to Boeing being the sole qualified source, possessing exclusive design, development, manufacturing, and integration expertise for these aircraft. This action is not a request for proposal, and no competitive bids will be accepted. Boeing’s unique knowledge, experience, and on-site personnel are critical to fulfilling the retrofit requirement. The contract will be executed in accordance with FAR regulations that permit sole source awards when only one responsible source can satisfy the agency's needs. The place of performance is in St. Louis, Missouri, at Boeing’s facilities, and interested parties looking for subcontracting opportunities can reach out directly to Boeing through their supplier portal. The Naval Air Systems Command office overseeing this contract is located in Patuxent River, Maryland.
