The Department of State plans to extend the existing contract with BSR, Incorporated of Summit Point, WV, for an additional four months, from August 5, 2006, to December 4, 2006. This sole-source contract, valued at approximately $442,000, supports the Bureau of Diplomatic Security by providing expert instruction in defensive driving training. The training facility requirements are stringent, including proximity within 80 miles of the U.S. Capitol, the capacity to run multiple courses concurrently, and a specialized closed-loop track designed to simulate various challenging vehicle handling scenarios and realistic attack environments involving pyrotechnics and explosive demonstrations. The terrain must also offer natural off-road recovery areas and skid pads to ensure safety during training exercises. This contract extension is awarded under the sole source justification outlined in Federal Acquisition Regulations, indicating that BSR is the only responsible supplier able to meet the unique requirements. No solicitation documents have been released, emphasizing the exclusivity of this procurement. The training specifically supports anti-terrorism driver skills critical to diplomatic security missions, blending defensive driving with simulated real-world threats. Contact points for this contract include Deborah J. Koplen and Ann E. Truitt of the Department of State.
