U -- Commercial Air Services

The Naval Air Systems Command plans to negotiate a sole source modification to extend Contract N00019-02-D-3157 for an additional 12 months through four three-month options, under FAR Part 6.302-1. This extension will enable continued provision of Commercial Air Services that support fleet combat readiness training until a new competitive contract is awarded. The services include operating aircraft equipped for various military support roles, such as carrying external pods for Electronic Warfare, target towing, and conducting internal military operations including Air Intercept Control and Electronic Combat. If all options are exercised, the contract extension will span from October 1, 2007, to September 30, 2008. L-3 Communications Flight International is the sole source contractor due to the unique nature of the services, the required interaction with government and fleet personnel on a daily basis, the specific aircraft and equipment involved, and the limited timeframe available for these critical training operations. The modification is intended to maintain uninterrupted readiness support before transitioning to a competitively awarded contract.
