The contract involves the expansion and enhancement of the "Exploring the Real Thing" website to cover all Northeast Region states, including Pennsylvania, West Virginia, Maryland, Vermont, New Hampshire, Rhode Island, Maine, and Connecticut. This expansion will build upon the existing platform used for New York and New Jersey, focusing on website production and database management to support educational content from national park sites. The project also includes the development of a multi-media DVD featuring programs and media specifically for Pennsylvania National Park sites. The database infrastructure and many data fields are already functional and have been tested in other regions, but this phase requires integration of new data fields and reporting capabilities. This solicitation is a 100% small business set-aside under NAICS code 541511 with a $6 million size standard. Proposals will be evaluated primarily on past project performance, quality of sample work, personnel qualifications, and business management procedures, with technical factors weighted significantly more than cost. The solicitation will be available electronically around March 10, 2005, and no paper or fax requests will be accepted. Interested vendors must register electronically with their DUNS and Federal Tax Identification numbers and monitor official government websites for solicitation details and amendments. Proposals must be submitted in four hard copies by the specified deadline to the designated contracting officer, Cheryl Corbett, who is also the point of contact for inquiries. The government reserves the right to cancel the solicitation at any time.
