The Department of Homeland Security is planning to award a sole-source Firm Fixed Price contract to Prism eSolutions for additional software licenses, upgrades, training, and support related to the PRISM eSolutions system. This contract aims to enable the Plum Island Animal Disease Center in New York to fully access and utilize the system's functionalities by acquiring the necessary licenses and support. Prism eSolutions is uniquely positioned as the sole provider of these proprietary software licenses, system upgrades, and essential support services required for a seamless transition and operation. Given that no other vendor can supply the needed services within the government's timeline, switching contractors would lead to delays and inefficiencies detrimental to the mission. The procurement falls under a Total Small Business Set-Aside and aligns with NAICS code 541511, which covers computer programming services. The contract is intended to avoid risks linked to introducing new contractors unfamiliar with the software, as any cost savings from alternative sources would be offset by delays caused by the learning curve. The decision to limit awarding to Prism eSolutions is supported by the authority granted under federal acquisition regulations, recognizing the company as the only responsible source capable of meeting the agency’s requirements while ensuring timely completion of the project.

Full Description

The Department of Homeland Security intends to issue a sole-source Firm Fixed Price contract to provide upgrades, training, licenses, and support for Prism eSolutions software, previously provided under another contract. The additional licenses will allow the system software to be provided to sufficient users to allow full and effective utilization of system functionalities. The support will allow the Plum Island Animal Disease Center (PIADC), Plum Island, NY to fully utilize the PRISM eSolutions software system. PRISM eSolutions is the only company that can provide the additional licenses for their proprietary software and the upgrades and required support for a smooth transition. No other firm can provide these services and meet the Government's timeline for completion of the power generation facility without causing considerable delay. Any cost savings that could be potentially gained by using a different contractor would be lost in the expense of the learning curve causing further detriment to the mission. As the designer of PRISM eSolutions software, PRISM eSolutions, under the authority of 41 U.S.C. 253(c)(1) is considered the only responsible source and no other service will satisfy the agency's requirements. See note 22.
