The Bureau of Reclamation initiated a streamlined cost comparison process in early 2002 to evaluate whether the operations at the Collbran Civilian Job Corps Conservation Center in Colorado should continue to be performed by government personnel or be outsourced. This process, conducted under the guidelines of OMB Circular A-76, culminated in a tentative decision made in November 2002 that recommended the functions and operations remain in-house, performed by government employees. Following this decision, a 20-day Public Review Period was conducted allowing the public to submit written challenges related to costing or procedural compliance. No challenges were filed during this period, which ended in mid-December 2002. As a result, the Contracting Officer issued a final decision affirming that all operations and functions at the Collbran Job Corps Civilian Conservation Center will continue to be managed internally by government staff. This final determination nullified any consideration of outsourcing and confirmed the government’s commitment to maintain in-house performance. The announcement reflects the Department of the Interior’s adherence to OMB Circular A-76 procedures in making cost-effective decisions regarding federal operations.

The streamlined cost comparison was completed on November 13, 2002, which led to a tentative decision by the Contracting Officer, on November 26, 2002, that the performance of the functions and the operation of the Collbran Job Corps Civilian Conservation Center should remain in-house (performance by Government Personnel). The announcement of the tentative decision provided for a twenty (20) day Public Review Period (PRP) wherein members of the public had a chance to review and challenge the documents that were used in the cost comparison. To be eligible for consideration, challenges to a tentative decision must (1) be in writing (no special forms required); (2) be submitted on time to the Contracting Officer by the end of the PRP; and (3) involve costing issues or issues of noncompliance with OMB Circular A-76 procedures that govern the Streamlined Cost Comparison process.
