The Department of Veterans Affairs intends to award a sole-source, firm-fixed-price contract to BioFeedBack Resources International Corporation for a specialized biofeedback certification training program. This procurement is justified solely due to BioFeedBack Resources International Corporation being the only capable vendor to deliver the proprietary and custom Biofeedback Certification International Alliance (BCIA) training required by the Tennessee Valley Healthcare System (TVHS). The training program, specifically designed for TVHS facilities, includes technical instructions on the biofeedback equipment currently in use, which the corporation holds proprietary rights over. The contract will cover a three-day on-site BCIA certification training at the Murfreesboro Campus of TVHS, inclusive of the instructor, travel expenses, supplies, handouts, reading materials, two post-training web sessions, and fees for six participants. The scope of work involves using TVHS-owned biofeedback equipment for hands-on learning and practice under instructor supervision following didactic training. The period of performance is from September 16 to September 20, with no special security requirements or government-furnished materials, aside from the accommodation of training rooms and the contractor providing computers for instructional purposes. The contract follows the FAR Part 6.302-1 guidelines, confirming only one responsible source is suitable for this requirement. While this notice does not guarantee contract award or payment, it informs potential respondents of the government's intent and process, underscoring that final procurement decisions rest solely with the government.
