The Department of Veterans Affairs plans to award a sole-source contract to Ebsco Industries, Inc. for access to the Nursing Reference Center Plus database. This contract will be a firm-fixed price agreement with a base period plus four one-year renewal options. Ebsco Industries is uniquely qualified as the sole provider of this specialized nursing reference database, which is essential for the Lexington Coopers Division VA Medical Center's medical staff. The database offers critical resources such as quick answers to clinical questions, care plans, video demonstrations, nursing skill enhancement, and continuing education credits. The procurement follows Federal Acquisition Regulation guidelines for sole-source contracting due to the exclusivity of the service. While this notice signals the intent to sole source, the VA is allowing other interested and capable vendors to express interest and provide quotations by January 26, 2016, though it is not a formal solicitation. The Government retains full discretion to proceed without competition based on the responses received. The notice clarifies that no obligation is created for contract award or reimbursement to parties submitting information, and submissions will be used as deemed appropriate by the Government. Further steps may include publishing a formal solicitation if deemed necessary, but responses to this notice alone do not constitute a formal bid.
