The Executive Office for United States Attorneys (EOUSA), representing the U.S. Attorney's Office for the Northern District of Alabama, plans to award a sole source purchase order to the University of Northern Alabama (UNA) for leadership development training tailored specifically for law enforcement officers and Assistant U.S. Attorneys in that district. UNA has developed a proprietary curriculum customized to meet the needs of the USAO Northern District of Alabama and has been involved previously through a related Leadership Academy partnership. Given the unique qualifications of UNA and the proprietary nature of the training material, the government deems it in its best interest to proceed with sole source procurement under relevant federal acquisition regulations, as no other provider can fulfill the requirements within the necessary timeframe. This sole source award is conducted under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, which allows contracting with only one responsible source when no alternatives meet the agency’s needs. While this notice signals intent to award without competition, other qualified sources that believe they can provide the required services may respond within five days with detailed documentation for evaluation. However, receipt of such responses does not guarantee competition; the government retains full discretion to proceed with the sole source award. The solicitation will not be formally issued as a competitive request. The contract, referenced under solicitation number RFP-USA01-7-0258, falls within NAICS code 611310 and involves services administered through the Department of Justice’s acquisitions staff based in Washington, DC.

DUAL ENROLLMENT PARTNERSHIP OPPORTUNITY ANNOUNCEMENT
Solicitation # HE125427R0001
The Department of War Education Activity (DoWEA) is seeking capability statements from eligible Institutions of Higher Education (IHEs) to establish no-cost Memorandums of Understanding (MOUs) or Memorandums of Agreement (MOAs). The objective is to provide dual or concurrent enrollment opportunities for DoWEA students globally. This is a sources-sought announcement and not a formal procurement action; therefore, no contract award is contemplated, and the resulting agreements will be non-procurement in nature. The government will not obligate funds for tuition or fees, as payments are expected to be handled via parents or guardians, with any government-authorized reimbursement capped at 1,500 dollars per student per school year. Eligible IHEs will be evaluated based on four key factors: their capacity to serve a global student population and credit transferability, teacher certification and professional development standards, course delivery and payment structures, and technical requirements. Technical specifications include the use of AES-256 encryption for data at rest and a requirement that 100 percent of staff accessing personally identifiable information or controlled unclassified information be U.S. citizens. Responses must be submitted by October 26, 2026, and must adhere to a 15-page narrative limit. The government explicitly declines terms related to state venue, choice-of-law clauses, indemnification, or automatic renewals.
