THIS IS NOT A REQUEST FOR QUOTE.

The Bureau of Indian Education (BIE) intends to enter into a sole source Firm Fixed Price contract with Crisis Prevention Institute (CPI) to provide crisis prevention and behavioral intervention training for Bureau of Indian Education (BIE), located in Albuquerque, New Mexico under the authority of FAR 12.102 (a)

In accordance with FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. CPI is the only source with the proprietary rights, authorized instructors, and exclusive ability to provide the Nonviolent Crisis Intervention (NCI) with Intermediate Physical Skills (IPS) Instructor Certification Program. CPI could meet the required structured instructor-certification model necessary for integration across all BIE operated schools. CPI instructor certification program will enable BIE schools to develop internal instructional capacity, reducing future reliance on external instructors while ensuring training is delivered using consistent curriculum and methodology.

Therefore, competition is not feasible, and procurement under sole source authority is justified. The use of CPI is necessary to ensure continuity, compliance, and adherence to the proprietary training standards required for effective and safe crisis intervention within the Government¿s operational environment.
