U--PRITE EXAMS INTENT TO SINGLE SOURCE WITH THE AMERICAN COLLEGE OF PSYCHIATRISTS

The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors the Government s intent to execute a Single Source award in accordance with FAR Part 13 Simplified Acquisition Procedures (SAP), with The American College of Psychiatrists, 111 E. Wacker Drive, Suite 1440, Chicago, IL 60601. This requirement is to purchase the Psychiatry Resident In-Training Examination (PRITE) provided by The American College of Psychiatrists (https://www.acpsych.org/prite). The examination is required for all VA Greater Los Angeles psychiatrist residents as part their residency program, training requirements, and curriculum. Furthermore, the exam a was designed as an educational resource for both the residents and program directors, providing individualized as well as statistical summary data comparing their training program with other groups of participants. It also provides the VA Greater Los Angeles program director a means of assessing resident s competency in various areas of psychiatry and adjusting their programs to make them more effective. Current market research indicates the American College of Psychiatrists Inc is the sole contractor who can provide the exams. The American College of Psychiatrists created and owns all rights propriety rights to the PRITE tests, as such; no other entity will be able to provide the PRITE tests. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 6/12/2017. The North American Industry Classification System (NAICS) for this requirement is 611710, Educational Support Services. The Small Business Administration (SBA) size standard for this sector is $15 million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
