The U.S. Coast Guard is organizing a one-day Industry Meeting on August 14, 2008, in Cleveland, Ohio, to provide details about their planned Best Value 2-Step Multiple Award Design Build and Construction Contracts. These upcoming contract opportunities will be issued through two solicitations: a National Multiple Award Construction Contract (National MACC) and a Regional Multiple Award Construction Contract (Regional MACC). The National MACC will be unrestricted, covering work across all U.S. states, territories, and components of the Department of Homeland Security, with contracts valued up to $200 million each and individual task orders ranging from $3 million to $20 million. The Coast Guard expects to award between two and five contracts under the National MACC, which will have a base period plus nine option years, providing a guaranteed minimum award of $25,000 per contract over its full term. The Regional MACC, on the other hand, is intended to support small businesses, specifically HUBZone, 8(a), or Service Disabled Veteran Owned Small Businesses, with contracts capped at $10 million each and task orders between $2,000 and $5 million. Up to five Regional contracts may be awarded per region, with the scope defined by the Coast Guard districts. These contracts also include a base period plus options and a guaranteed $10,000 minimum award over the contract lifespan. The meeting will include separate sessions to discuss the Regional MACC in the morning and the National MACC in the afternoon, plus opportunities for networking with Coast Guard contracting officials, the Small Business Administration, and industry participants. Interested firms are encouraged to bring detailed firm information and socio-economic certifications, and those intending to submit offers under designated small business categories must RSVP by July 17, 2008. Further details, including final set-aside decisions, will be available on the Coast Guard’s Electronic Posting System.

Solicitation # W912PM279A001
The U.S. Army Corps of Engineers is issuing a draft program solicitation for the renovation of Hangar 750 at Pope Army Airfield, Fort Bragg, North Carolina. This project supports an Air Force Special Operations Command squadron mission and involves the comprehensive architectural and MEP build-out of ground floor aircraft maintenance bays, the integration of exterior hangar doors, and the construction of second-floor administrative and high-security operational spaces. The scope includes the installation of Level 2 wet-pipe fire suppression, intrusion detection systems, electronic access control, and full furniture, fixtures, and equipment packages. This procurement is conducted as an Other Transaction Agreement under 10 USC 2808a, meaning it is not subject to the Federal Acquisition Regulation. Additionally, the successful Design-Builder must comply with Cybersecurity Maturity Model Certification (CMMC) requirements as codified in 32 CFR Part 170, including a positive self-assessment and signed attestation of security controls.
