AI Contract Overview
The U.S. Embassy Jakarta is offering small grants under the Media Small Grants Competition (PAS-JAKARTA-FY26-10) to support capacity-building initiatives for Indonesian journalists, student journalists, and community organizations focused on press freedom, digital freedom, data-driven and fact-based journalism, investigative reporting, and the ethical use of artificial intelligence in media. The program targets regions including Sumatra, West Java, Kalimantan, and Papua, with priority given to projects implemented in these areas. Applicants must design activities that train at least 200 participants in verifiable journalistic methods, produce a minimum of 40 public-facing content pieces reaching five million people, and establish partnerships with at least 10 local organizations. The program strictly prohibits labeling policy disagreements or political viewpoints as misinformation without objective evidence and requires all fact-checking to rely on recognized investigative techniques and technical tools for detecting manipulated content like deepfakes. Funding is limited to between $5,000 and $20,000 per award, with no international travel, political activities, religious support, or social welfare initiatives permitted. Proposals must be submitted via email by August 31, 2026, in Microsoft Word format with strict page and formatting guidelines, including a three-page proposal, a budget justification narrative, and mandatory attachments such as key personnel CVs, partner letters of support, and a NICRA if applicable. The U.S. Department of State manages the award as a grant, not a contract, with no substantial involvement anticipated beyond oversight and compliance monitoring. Recipients must comply with federal regulations including 2 CFR Parts 200, 175, 182, and 600, maintain active SAM.gov registration with a Unique Entity Identifier, adhere to U.S. Department of State branding requirements under 10 FAM 416, and track funding using the Foreign Assistance Data Review system. Awards will be granted based on technical merit evaluated across five criteria—program quality, organizational capacity, planning feasibility, monitoring and evaluation, and budget reasonableness—with no cost competitiveness as a primary factor except as a tiebreaker favoring lower indirect cost rates. The performance period is up to 12 months beginning in October 2026, and the Embassy reserves the right to terminate awards at any time if they no longer align with U.S. foreign policy interests.
