The Department of State is conducting market research to gauge interest from qualified firms in providing Security and Guard Services at U.S. Embassies located in high-threat regions worldwide. Interested companies must demonstrate extensive experience operating in challenging environments including countries with state-sponsored crime, unstable governments, or ongoing conflict such as failed states or emerging economies. The required capabilities include handling classified information, access to weapons training facilities, and the ability to train personnel on a variety of military-grade firearms and security equipment. Providers should also have experience with Explosive Ordnance Detection (EOD) dogs and handlers, including adequate housing and veterinary services for the animals. The contract emphasizes the need for continuous guard staffing with immediate backfill capabilities to counter potential issues like resignations, illnesses, strikes, and labor unrest. Firms must be able to recruit, train, and manage a diverse staff including expatriates, U.S. citizens, and third-country nationals, and provide certified technicians for equipment maintenance. Medical and dental care must be available, with provisions for advanced medical personnel where local resources are insufficient. Additional requirements include life support services for personnel, rapid adaptation to local laws and customs, medical evacuation plans, respectful handling of deceased personnel, media communication protocols, mental health counseling, and logistical support for customs clearance. Familiarity and compliance with the Arms Export Control Act and International Traffic in Arms Regulations are also mandatory. This request does not constitute a contract offer but serves to identify capable firms for future potential opportunities.
