The U.S. General Services Administration (GSA) is seeking expressions of interest for office space consisting of approximately 48,000 ANSI/BOMA Office Area Square Feet (ABOASF), and 37 on-site, covered, secure parking spaces in the Buffalo, New York Central Business District (CBD). The office space must be located in one contiguous block of space on one floor. In addition, a loading dock with the capability to drive a vehicle inside, and secure it after entrance is required as well as an additional 2,000 ABOASF adjacent to the loading dock. The additional ABOASF must have the capability of housing two large vaults measuring approximately 250 and 450 sf. The proposed lease term is for ten (10) years, five (5) years firm with the Government having cancellation rights after the firm term upon 120 days written notice. The Government intends to use this information from prospective sources to issue a Request for Lease proposals (RLP). Buildings offered for consideration must be within the Buffalo Central Business District, and have the ability to meet all current Federal/GSA/PBS, State, and Local codes and regulations including, but not limited to fire safety, accessibility, and sustainability standards per the terms of the Lease. A full serviced lease is required. Offered space shall not be in the 100 year flood plain. Due to project timelines, new construction is not being considered. The U.S. Government currently occupies office and related space in a building under lease in Buffalo, New York that will be expiring. The Government is considering alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability and timing of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime.
