The Navy's Naval Facilities Engineering Command issued a special notice seeking information from civilian construction training providers to support Task Force EXCEL, a Navy initiative aimed at revolutionizing Seabee training. The goal is to identify nationally recognized civilian apprenticeship, journeyman, and master level construction training programs that could align with the skill sets and certifications of Navy Seabees. These programs would be assessed to help bridge military construction training with civilian industry standards and improve Seabee qualifications in seven key Seabee occupational rates, including Builder, Construction Electrician, Construction Mechanic, Engineering Aide, Equipment Operator, Steelworker, and Utilitiesman. Providers are requested to submit detailed course syllabi and information on program eligibility, certification or training status, recognition authorities, costs, and duration. This request is strictly for information gathering and planning purposes, with no obligation by the government to award contracts or pay for submissions. Providers interested in participating must respond by October 31, 2002, via email, fax, or mail to the designated Navy contact. This solicitation does not constitute a request for proposal or invitation to bid, and any future procurement actions will be announced separately through official channels. The intent is to ultimately leverage the best civilian training resources to elevate Seabee industry skills to civilian certification levels.

If you have training products that meet the above criteria and are related to the construction field, provide a detailed course syllabus that lays out individual tasks/training performed so we can evaluate it against existing training and other sources. Additionally, information should answer at a minimum the following questions: -Who is eligible to participate in the program? -Is it a training or certification program or both? -Who recognizes the program? -How much does the program cost? -How long in duration is the program? Submit all responses to this REQUEST FOR INFORMATION ONLY no later than 31 October 2002 to LCDR Ted Posuniak, Head of Seabee Policy and doctrine by the following methods: (1) E-mail contact@example.gov, (2) FAX +1 (555) 000-0000 or Mail to Department of the Navy, Naval Facilities Engineering Command, NAVFAC HQ, Code SRD 1322 Patterson Avenue SE Suite 1000, Washington Navy Yard, DC, 20374, Attn: LCDR Ted Posuniak. THIS REQUEST FOR INFORMATION ONLY is for planning purposes and shall not be construed as a request for proposal, an invitation for bids or as an obligation on the part of the Government to acquire any follow on capabilities. The Government does not intend, at this time, to award a contract or otherwise pay for the information provided. No entitlement or payment of direct costs or charges by the Government will arise as a result of submissions of responses. Battery Electric Bus Maintenance Training & Apprenticeship Program
Solicitation # 2026-REQ-073
The Toledo Area Regional Transit Authority (TARTA) is soliciting proposals under RFP 2026-REQ-073 for the development and implementation of a comprehensive zero-emission workforce development, maintenance training, and apprenticeship framework. The program aims to transition employees from foundational safety knowledge to advanced electrical theory, diagnostics, and troubleshooting for battery electric buses. Key objectives include conducting skills-gap assessments, developing role-based competency pathways, establishing an apprenticeship framework that integrates Related Supplemental Instruction (RSI) and On-the-Job Training (OJT), and creating a Train-the-Trainer plan to ensure sustainable internal knowledge transfer. The project is intended to build upon existing vendor and safety training investments rather than duplicating them. Proposals are due by November 19, 2026, and must be submitted electronically via the OpenGov portal. TARTA will evaluate submissions based on technical approach, relevant zero-emission bus workforce experience, apprenticeship and competency development expertise, key personnel qualifications, cost, and past performance. The submission must be split into separate files for the technical proposal and pricing information, including a signed Declaration of Non-Collusion and Lobbying Certification. While a fixed contract value is not specified, the project aligns with a grant spend-down window extending through the end of 2027 or beginning of 2028. Performance will take place across TARTA facilities in Toledo, Ohio, and acceptance is contingent upon the successful pilot delivery of curriculum modules and the incorporation of TARTA feedback.
