The City of Seattle wants residents to live healthy, prosperous lives, both environmentally and economically. In addition, the City seeks to prioritize economic investments in communities most harmed by environmental injustices. To achieve this, the City launched the Green New Deal resolution. This resolution aims to equitably address the climate crisis by increasing access to living-wage clean energy jobs to underserved workers. In Seattle, buildings and transportation are the largest sources of gas emissions (e.g., carbon dioxide) into the atmosphere. When emissions are released, they pollute the air. Climate pollution is the main contributor to climate change. It results in warmer temperatures, wildfires, droughts, flooding, rising seas, and a breakdown of food and ecological systems. The Green New Deal resolution has a goal to reduce pollution by shifting buildings and transportation systems from their reliance on fossil fuels (gas and oil) to adopting electric-powered alternatives . Priority Hire invests in diversity and equity efforts in construction trades, including clean energy sector. Priority Hire also creates job opportunities on the City's large infrastructure projects, including those that support the Green New Deal efforts. This RFP intends to train workers in construction and clean energy jobs that are needed for these efforts to occur. This RFP also highlights a need to strengthen workforce pathways in the building sector. These pathways prepare workers for jobs in building performance and compliance, electrification and systems trades, and data, reporting, and operations related to Seattle's Building Emissions Performance Standards (BEPS) and Clean Energy Performance Standards (CBPS). Through these programs, individuals can earn certifications and training that support the electrification of Seattle's buildings and help the city meet its Green New Deal efforts. This RFP seeks proposals from organizations and coalitions that can provide one or more of the following services: Outreach and Recruitment: community outreach and/or events to increase awareness and opportunities for apprenticeship careers in the construction industry and/or clean energy sector. Training: pre-apprenticeship construction trades training and/or job readiness to place individuals into Washington state registered construction apprenticeship programs and/or clean energy jobs. Retention Services: provide services to remove barriers for apprentices and/or clean energy workers to enter and/or stay in their chosen career path, (e.g., certification for upskilling, mentorship services and/or mental health resources).
