The contract involves the issuance of a sole source, firm-fixed price order valued at $115,624 to Chugach Regional Resources Commission for Alaska Native Relations Training. This procurement, conducted under Simplified Acquisition Procedures by the Fish & Wildlife Services, Region 7, is designed to support training events that require specialized knowledge and interaction with Alaska Native elders and tribal governments. The contractor must possess a demonstrated ability to work closely with Alaska Native communities, have extensive understanding of relevant laws and trust relationships, and be capable of managing logistics for these unique training sessions involving elders from remote villages. Due to the specialized nature of the services and the necessity of maintaining trust and cultural sensitivity, Chugach Regional Resources Commission was identified as the exclusive vendor qualified to fulfill this requirement. The justification for sole source procurement is based on the vendor’s unique expertise and proven experience representing multiple federally recognized tribes in natural resource matters and their deep integration into the legal and political frameworks between tribal and federal governments. The notice clarifies that no competing quotes are solicited, and responses submitted would only be considered to provide market research for future needs if clear and convincing evidence demonstrated a benefit to the government. The acquisition falls under NAICS code 611710, which corresponds to education support services, reflecting the training focus of the contract. The contracting office is located within the Department of the Interior in Falls Church, Virginia, with Tony Kuntz serving as the point of contact.

A determination not to compete is solely within the discretion of the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: Chugach Regional Resources Commission, DUNS: 884237561 FOR : $115,624.00 ON: 08/13/2018 NAICS: 611710 Education Support Services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: These training events require a cadre of Alaska Native elders, who fly in from small villages across Alaska. Demonstrated first-hand experience in dealings with all Alaskan tribal governments, trust relationship with U.S. government, and numerous other Alaska Native topics is required. The vendor must be trusted to adequately host Alaska Native elders (have lived in a village, can communicate at the correct tempo, be patient), have knowledge of the laws that impact Alaska Native peoples, and be able to quickly and efficiently provide logistics for training events. Chugach Regional Resources Commission is the only vendor we have been able to identify that represents numerous federally recognized tribes for natural resources services. Their staff is immersed in the legal/political trust relationship between tribal governments and Federal government, and they have a proven record of successful past performance providing this service.
