Justification for Other Than Full and Open Competition Unusual and Compelling Urgency (FAR 6.302-2) The Department of Veterans Affairs intends to award a sole source contract to HEALTHCARE FINANCIAL MANAGEMENT ASSOCIATION (HFMA) for specialized certifications in revenue cycle, accounting and finance, business intelligence, managed care, and physician practice management, which follows all federal accounting Rules and Regulations under FAR 6.302-2, Unusual and Compelling Urgency. Due to unforeseen circumstances affecting patient care, immediate procurement is required to avoid unacceptable delay and risk to patient care/facility operations.
