The Naval Air Systems Command (NAVAIR), Patuxent River, MD anticipates awarding a sole source, Indefinite Delivery/Indefinite Quantity (IDIQ) modification to Insitu, Inc. 118 E Columbia River Way, Bingen, WA 98605. This IDIQ modification will facilitate orders for Insitu RQ-21A Blackjack, Integrator and ScanEagle Unmanned Aircraft Systems (UAS) hardware in support of AIR PMO (previously PMA-263) International Partners. The type of hardware to be procured under this IDIQ include but are not limited to RQ-21A and ScanEagle air vehicles; payloads; turrets; spares and support equipment. It is anticipated the resulting IDIQ contract modification will be Firm Fixed Price for the UAS hardware described above. The anticipated period of performance is a five year ordering period. Contract Award is anticipated for the third quarter of fiscal year 2027.


GENERAL INFORMATION: Insitu, Inc. is the sole designer, developer, and manufacturer of the UAS, and is the only available source known to possess technical data, unique logistics support experience, sufficient knowledge and familiarity with the design and related specifications of the RQ-21A, ScanEagle and Integrator UAS


This presolicitation is published for information purposes only. This requirement will be procured in accordance with FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. There are no commitments by the government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
