Iowa DPD seeks to purchase a UAV/Drone. The following list comprises a minimum specification that the multi-payload UAV unit will need to perform to accomplish our mission. The ideal UAV would be a multi-payload UAV or drone that supports a 3 band camera, thermal, 4 band camera for thermal + RGB, or LiDAR. Camera and/or payloads must be of a quick-change mechanism for swapping payload. A list of individual payloads compatible with UAV would need to be listed with their individual specifications and prices. Minimum Specifications: DOD/DPD requirements must be met including the equipment being purchased from the DOD approved Blue List. A list of acceptable manufacturers can be provided that are presently acceptable on the DOD blue list. Airframe Type: Types include Multi-rotor (Quad/Hex/Octo) or VTOL Operating Dimensions: Max Width 36” Storage Dimensions: Less than or equal to operating dimensions Min FlightTime with payload: 25 min. Max Wind Resistance: N/A IP Rating: 54 Min Operating Temp Range: 32deg F to 122 deg F GNSS Support: GPS, GLONASS, Galileo, and BeiDou support Controller: Must be included and stand alone including software and screen Range: Minimum 3km and be able to operate BVLOS. GPS High Accuracy included must be able to utilize the Iowa Statewide RTK correction signal via the NTRIP broadcasted format. Extra Criteria: - On site orientation training for a small group of individuals on setup and operation of equipment. (Not to include PT 107 or licensing training) - Mission planning software like: Pix4d or compatible mission planning software - 4 sets of battery pack(s) to extend the units operating time in the field x 4 without the need for field charging. Cost to include longest lasting with a listed specification for average charging time. Future Consideration - In subsequent budget years under separate purchase the ability to configure or re-configure this unit to add a future LiDAR payload at a later date. All proposed machines must be in compliance with the Buy America Act and Section 889 of NDAA FY 2019. Additionally, we will only accept products from the manufactures located on the UAS Cleared List. These specifications are meant to represent the minimums that will be accepted by Iowa DPD. Please note that DPD will make their selection souly based on the lowest bidder and product that meets these needs. There may be an instance where a bid presents a product that is quantifyibly better as it relates to quality and value, but in this instnace that will have no bearing on the product chosen as we are unable to make an "apples to apples" comparison.
