The Naval Air Systems Command (NAVAIR) plans to award a firm-fixed-price contract to Textron Aviation in Wichita, Kansas, for the production of a single UC-12W+ aircraft, a Federal Aviation Administration (FAA) Type-Certified commercial cargo/passenger transport variant of the Beechcraft King Air 350. This contract will also cover non-recurring engineering, engineering change proposals, and initial spares needed to support the aircraft as required by the NAVAIR Tactical Airlift Program Office (PMA-207). The award is intended to be on a sole-source basis due to Textron’s unique status as the sole designer, developer, and manufacturer capable of meeting the government’s specific requirements for this aircraft. The sole-source award is made under the authority that permits other than full and open competition because no other supplier possesses the required expertise and technical data. While this notice is not a request for competitive proposals, the government invites interested parties to express capability statements for consideration. However, the government does not intend to fund development or qualification of alternative sources, and any decision not to pursue competition remains at the government’s discretion. Questions about subcontracting opportunities can be directed to Textron. The solicitation, titled "UC-12+ Procurement," has a response deadline of June 10, 2026, and is managed by the Naval Air Systems Command located in Patuxent River, Maryland.

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed Price (FFP) C type contract on a Sole-Source basis to Textron Aviation in Wichita, KS for the production of one UC-12W+ Federal Aviation Administration (FAA) Type-Certified, Commercial Cargo/Passenger Transport aircraft variant of the Beechcraft King Air 350, non-recurring engineering (NRE), engineering change proposals, and initial spares to sustain the UC-12W+ aircraft required by NAVAIR Tactical Airlift Program Office (PMA-207).

This action is being awarded on a sole source basis to Textron under authority permitting other than full and open competition, Title 10, U.S.C. 3204 (a)(1), as implemented by FAR 6.302-1, “Only One Responsible Source and No other Supplies or Services will Satisfy Agency Requirements,” as Textron is the sole designer, developer, and manufacturer of the US-12W+ aircraft and therefore is the only source with the requisite knowledge, experience, and technical data that can meet the Government’s requirement.

Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. However, any capability statements received by the close of this synopsis may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Questions concerning subcontracting opportunities should be directed to Textron.
