The contract pertains to the Utah Department of Transportation's (UDOT) Notice of Sole Source for the AAHSTOWare Safety software for fiscal year 2027. This notice signals UDOT's intent to award a contract without following the typical competitive procurement process due to the justification that there is only one available source, significant transitional costs, or other specified impracticalities that render the standard process not in the agency’s best interest. The purpose of this public notice is to invite comments and determine if any other qualified suppliers can meet the procurement requirements before finalizing the sole source award. The solicitation, identified by the number UDOT20260288JBSS, was posted on May 27, 2026, with a response deadline of June 4, 2026. The contract involves procuring software that supports safety management functions, specifically the AAHSTOWare Safety tool, essential for UDOT’s operational needs. While the notice allows for public input, if parties concur with the rationale supporting the sole source designation, no action is necessary on their part. The procurement is set to be performed within Utah, and additional justification details are available through the provided online platform for interested stakeholders.

Project Description NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
