NIH NIAID Genedata Analyst bioinformatics software program
Solicitation # 7571TE26Q00254
The Department of Health and Human Services, Office of Mission Acquisition Solutions, on behalf of the National Institutes of Health and the National Institute of Allergy and Infectious Diseases, intends to award a firm-fixed-price contract to Genedata (USA), Inc. for a 12-month renewal of the Genedata Analyst bioinformatics software. This software is critical for the Viral Pathogenesis and Evolution Section to perform statistical modeling of multi-omics data, including genomics, transcriptomics, and proteomics, to support research on respiratory viral disease and the development of vaccines and therapies. The software provides essential capabilities for data normalization, machine learning, and interactive visualization, which are necessary to maintain the continuity of over eight years of historical gene-expression data and established analytical workflows. This acquisition is being conducted as a single-source procurement under FAR Part 12 and FAR Part 6.103-1, as Genedata Analyst is identified as the only source capable of maintaining the existing research environment without causing disruptive data migration or costly redevelopment of workflows. While the government intends to award the contract to Genedata (USA), Inc., interested parties may submit capability statements by September 14, 2026, to demonstrate the ability to provide an equivalent solution that ensures compatibility with existing research data and ongoing clinical studies.

The Utah Department of Transportation (UDOT) is proposing a sole-source procurement for the AASHTOWare Safety software suite under solicitation number UDOT20260288JBSS, with a posted date of May 27, 2026, and a response deadline of June 4, 2026. This action is justified under Utah Code Section 63G-6a-802, citing that AASHTOWare Safety is a proprietary system available exclusively from the American Association of State Highway and Transportation Officials (AASHTO), making competitive procurement impractical due to the lack of alternative vendors and the significant transitional costs associated with switching systems. The procurement involves four core modules—Trends, Alternative Design, Segment, and Intersection—with an estimated total contract value of $600,000, broken into lump-sum payments per module without specified quantities or unit pricing. Performance is limited to the State of Utah, with delivery terms defined as F.O.B. Destination, Freight Prepaid, and no packaging, marking, or preservation requirements are specified. Although no formal contract clauses, inspection criteria, or evaluation factors are included, the award is contingent on a completed sole-source justification, a certified cost-benefit analysis, and disclosure of any financial or fiduciary relationships with the vendor. The contracting officer’s representative, Jeffery Barnes, is the point of contact for challenges and questions, with submissions required through UDOT’s online bidding portal. No small business set-asides, socioeconomic certifications, or entity identifiers are applicable, and the contract will be issued as a purchase order under a firm-fixed price structure. Funding is allocated through accounting code 2800 810 7009 XEC 6588 SR7009AK, and no contract administration details such as invoicing method, COR, or COTR have been formally designated. Public notice has been issued to allow for potential challenges, but no action is required if the sole-source determination is accepted.

Project Description NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS This is NOT a request for competitive solicitation. This is a public notice for comment regarding a proposed procurement without engaging in a standard procurement process if it is determined that the following exist: • there is only one source for the procurement item; or • transitional costs are a significant consideration in selecting a procurement item; or • the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. The intent of this notice is to determine if there are any other interested and qualified suppliers that meet the requirements of this procurement. For information regarding the specifics of this proposed procurement, please see the justification documentation attached within this notice. If a party agrees that this proposed purchase is a valid sole source, NO ACTION IS REQUIRED.
