The Naval Information Warfare Systems Command (NAVWAR) plans to negotiate a follow-on sole-source contract with Boeing Satellite Systems to provide engineering, technical, and support services for maintaining and extending the Ultra High Frequency Follow-On (UFO) Military Satellite Communications constellation. This contract continues from a previous sole-source agreement awarded in 2015, leveraging Boeing’s unique position as the Original Equipment Manufacturer with exclusive corporate knowledge and comprehensive historical data on the Boeing 601 class satellites that form the basis of the UFO constellation. The ongoing support will ensure operational readiness by providing technical feedback and best practice analysis to maintain the health of the existing satellite constellation, which includes data from all 81 Boeing 601 satellites deployed in various configurations. The anticipated contract will feature a firm-fixed price structure over a five-year base ordering period and is part of NAVWAR’s support to the Program Executive Officer for Space Systems. The Navy seeks to capitalize on the efficiencies provided by Boeing’s detailed understanding of the spacecraft’s bus design, allowing for effective lifecycle management of the satellite hardware. While the contract is intended to be awarded directly to Boeing, the agency invites any other responsible sources to submit capability statements within fifteen calendar days of the notice’s publication, although this is not a solicitation for competitive proposals. All inquiries must be submitted in writing to the designated points of contact, and further information regarding the acquisition is available on the NAVWAR e-Commerce website.

Full Description

The Naval Information Warfare Systems Command (NAVWAR), in support of Program Executive Officer (PEO) for Space Systems (SS), PMW 146, intends to negotiate a follow-on sole-source contract with the incumbent, Boeing Satellite Systems (BSS), henceforth referred to as Boeing, 2260 Imperial Highway, El Segundo, CA 90245, to acquire engineering, technical, and related support to maintain and extend the life span of the Ultra High Frequency Follow-On (UFO) Military Satellite Communications (MILSATCOM) constellation. This is a follow-on to N00039-16-D-0005 contract with the previously posted synopsis solicitation number N00039_SNOTE_000B60E6 that was awarded as a sole-source to Boeing in December 2015. As the Original Equipment Manufacturer (OEM), Boeing is the only known responsible source with the unique corporate knowledge and complete historical database on the 601 class satellite. This action is necessary in order to meet operational requirements and provide technical feedback and analysis concerning best practices for maintaining the health of the existing UFO constellation. The UFO Program was first introduced in 1987 and used the body-stabilized Boeing 601 class satellite. Since all Boeing 601 spacecraft use the same basic bus design, the Navy is able to realize efficiencies gained by the collection of data on all eighty-one 601 satellites in various configurations. This sole source contract to Boeing is anticipated to have a Firm-Fixed Price (FFP) pricing structure and will be a five-year base ordering period. The Government intends to issue a request for proposal to Boeing without further notice. This notice of intent is not a request for competitive proposals. Any responsible source may submit a capability statement via e-mail to Sabine Smithers, e-mail address: contact@example.gov and Rosemarie Mendoza, e-mail address: contact@example.gov within fifteen (15) calendar days after date of publication of this synopsis in order to be considered by the agency. Questions concerning this sole source acquisition should be submitted in writing. Verbal questions or comments will not be accepted. This notice is also posted on the NAVWAR e-Commerce website at: https:e-commerce.sscno.nmci.navy.mil

Solicitation # 2026-RFQL-054
The City of Napa Utilities Department is seeking a qualified consulting team through Request for Qualifications 2026-RFQL-054 to perform a stability assessment, spillway improvements, and a feasibility alternatives study for the Conn Dam. The project is driven by requirements from the California Department of Water Resources Division of Safety of Dams (DSOD), which identified that the existing spillway does not meet current Probable Maximum Flood (PMF) design criteria and raised concerns regarding the long-term geotechnical stability of the dam embankment. Additionally, the scope includes evaluating options to increase reservoir storage capacity to enhance water supply reliability and flood protection, while supporting future U.S. Army Corps of Engineers (USACE) feasibility studies. This procurement follows a Qualifications-Based Selection process per the Brooks Act, where the award is based on technical capability and experience rather than cost. Evaluation is a two-step process consisting of a Statement of Qualifications weighted at 70 percent and optional oral interviews weighted at 30 percent. A critical project milestone is the submission of a comprehensive geotechnical investigation report to the DSOD by December 31, 2028. The contract requires strict adherence to federal and state regulations, including 2 CFR Part 200 Uniform Guidance, the Build America Buy America Act, and various civil rights and accessibility certifications.
