Next Generation Tactical Radio (NGTR)
Solicitation # N00421-27-RFPREQ-TPM209-0199
The Naval Air Systems Command (NAVAIR) is conducting market research to identify potential sources for the Next Generation Tactical Radio (NGTR), a modular Software Defined Radio (SDR) for U.S. Navy and Marine Corps aircraft. The NGTR is intended as a form, fit, and function backwards-compatible replacement for the ARC-210 Generation 5 and 6 radios. Key technical requirements include support for voice and data waveforms in the VHF and UHF bands with operational capabilities up to 6 GHz, including SINCGARS, MUOS, and Integrated Waveform SATCOM. The system must feature a small form factor weighing less than 12.2 pounds, a conduction-cooled design, and a modular High Assurance Device (HAD) to meet NSA cryptographic and Security Evaluation Requirements Document (SERD) standards. Additionally, the system must adhere to Zero Trust security architecture, Risk Management Framework (RMF) controls, and maintain a minimum MTBF of 7500 hours. The acquisition timeline anticipates an Industry Day in the first quarter of FY27, with a final RFP release in the fourth quarter of FY27 and a contract award in the second quarter of FY28, targeting fleet delivery by mid-2034. Eligible firms under NAICS code 334220 must demonstrate expertise in secure military SDRs, agile and modular development, Model-Based Systems Engineering (MBSE), and proactive obsolescence management. Performance will be measured against rigorous military standards, including MIL-STD-461G for EMI and MIL-STD-704D/E for power. This current effort is a Request for Information (RFI) to gather industry feedback on technical feasibility, timeline realism, and risk mitigation prior to the formal solicitation process.

The Navy seeks an Ultra-High Frequency (UHF) Military Satellite Communications (MILSATCOM) Antenna System that can be used with the existing AN/WSC-3(V), Digital Modular Radio (DMR), ARC-210, Joint Tactical Radio System (JTRS), or similar radio sets for SATCOM communications at both legacy UHF and Mobile User Objective System (MUOS) frequencies. This Commercial Solutions Opening (CSO) falls under the authority of 10 U.S.C. - 3458 and is a multi-phased competitive solicitation designed to encourage non-traditional contractors to work with the Department of Defense (DoD) by simplifying the procurement process for innovative technologies. Though traditional defense contractors are welcome to respond to this CSO announcement, the Government is particularly interested in hearing from: non-traditional Defense contractors, small business entities, non-profit organizations, governmental institutions, and academia. This CSO seeks innovative, commercial technologies that propose new or existing solutions or potential new capabilities that fulfill the UHF SATCOM Antenna requirements. The Government is very interested in leveraging existing commercial technologies and products that can be adapted to the unique Navy shipboard environment; this may include but is not limited to utilizing existing UHF antenna designs such as those that may be prevalent in other maritime applications such as commercial shipping, fishing and the cruise ship industry. This CSO may result in the award of prototype projects, which include not only commercially-available technologies fueled by commercial or strategic investment, but also concept demonstrations, pilots, and agile development activities that can incrementally improve commercial technologies, existing government-owned capabilities, or concepts. The Government reserves the right to award a FAR Part 12 contract, FAR Part 13 purchase order and/or Other Transaction (OT) (OTs are not FAR based contracts and do not follow the FAR) for any purpose, to include prototyping, production, and deployment resulting from this CSO. See official CSO announcement and reference specification attachments, below, for instruction on responses. This announcement is not part of a broader CSO umbrella action and is limited to the problem statement identified in the requirement document referenced herein.

The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the PEO C4I International Integration Program Office (PMW 740) and involves the design, engineering, procurement, integration, testing, installation, and training for AINTS capabilities. The scope of work includes the delivery of specialized hardware such as Electronic Support Measures (ESM) and Communications Intelligence (COMINT) equipment, Unmanned Surface Vehicles (USVs), and spare parts, alongside technical assistance and Field Service Representative (FSR) support. The contract is estimated for award between June 2027 and June 2030 with a three-year period of performance. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, Cost-Reimbursement for travel and other direct costs, and Firm-Fixed-Price (FFP) for materials and equipment. Award will be based on best value, with non-cost factors weighted as significantly more important than cost. Proposals must be submitted in three volumes via the Procurement Integrated Enterprise Environment (PIEE) portal. Due to the inclusion of Controlled Unclassified Information (CUI) and Top Secret requirements, interested parties must submit a signed Non-Disclosure Agreement to access the full Statement of Work. MIDS WDL SF3 Radio
Solicitation # N0003927R0003
Solicitation N0003927R0003, issued by the Naval Information Warfare Systems Command, seeks a contractor for the design, development, and qualification of the Multifunctional Information Distribution System (MIDS) Weapons Data Link (WDL) Small Form Factor (SFF) Weapons Attritable Radio Multi-Mode (SWARMM) Family 3 (SF3) radio. The project requires maturing a software-defined radio with Waveform-L and Waveform-S communications capabilities and embedded encryption, leveraging Open System Architecture (OCS 2.0) to align with the Open Mission Systems model. Key deliverables include the development of all necessary software, firmware, hardware, and digital models for Contractor First Article Qualification Testing, as well as the delivery of ten Proof of Development units and one hundred Proof of Manufacturing units. The total period of performance for design, development, and qualification is 15 months after receipt of order. The contract is a Firm Fixed Price award based on the Lowest Price Technically Acceptable (LPTA) selection process. Evaluation follows a two-step approach: first, a mandatory gate criteria check to ensure the offeror can provide NSA-certified radios within 15 months of award; second, a technical evaluation involving a radio demonstration at the contractor's facility and a review of the Integrated Master Schedule. Pricing is structured across several CLINs, including Non-recurring Engineering (NRE) development, Engineering Development Models, product baseline qualification, and EMI/NSA certification. Due to the sensitive nature of the technology, the contract requires a Top Secret facility security clearance and strict adherence to COMSEC and TEMPEST standards for Controlled Cryptographic Items. All proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) Vendor Portal.
