Ukiah 2026 Reorganization Project

The Ukiah 2026 Reorganization Project aims to restructure service boundaries within the City’s Sphere of Influence by annexing unincorporated areas currently served by the Millview County Water District, Willow County Water District, and the Ukiah Valley Sanitation District. Concurrent with annexation, these territories will be detached from their respective water districts, and the City will assume responsibility for utility services. Once at least 70 percent of the Ukiah Valley Sanitation District’s acreage is incorporated into the City, the Sanitation District will be formally established as a subsidiary district in accordance with state law. The City explicitly excludes the Pinoleville Rancheria from annexation and commits to ongoing consultation with the Tribe to ensure continuity of existing services. Simultaneously, the Pre-Zone Component will apply the City’s land use designations and zoning districts to all annexed areas at the time of annexation, aligning them with existing Mendocino County General Plan designations, the Ukiah Valley Area Plan, and County zoning standards. Importantly, this pre-zoning does not alter current allowable land uses, development density, or site development requirements, nor does it authorize or incentivize new development beyond what is already permitted under existing County rules. The project is administrative in nature, focused on governance alignment rather than urban expansion, and is intended to streamline municipal service delivery and land use consistency without triggering growth or regulatory changes.
