Automated Ultrasound-Based, Super Intelligence (SI)-Enabled Fracture Detection
Solicitation # BARDA-FY27-10192026
The Center for Biomedical Advanced Research and Development Authority (BARDA) has issued Sources Sought Notice BARDA-FY27-10192026 to identify innovative medical countermeasure technologies for the rapid triage of musculoskeletal injuries, such as fractures and soft tissue injuries of extremities. This request for information is intended for planning and market research purposes to assess commercially available or nearing-commercial technologies that utilize Super Intelligence (SI) and machine learning for automated ultrasound-based fracture detection. The goal is to find standalone, point-of-care devices that can operate in emergency departments, urgent care centers, and austere field settings without relying on traditional imaging infrastructure like X-ray or CT scans. The desired technology must feature automated volumetric capture, 3D-rotatable modeling, and SI-enabled image processing that outperforms human imaging experts and has undergone FDA 510k clearance processes. BARDA is interested in ruggedized, portable units with sufficient battery life for disaster response, interoperability with electronic health record systems, and minimal training requirements for non-specialist operators. Potential acquisition strategies being explored include direct purchases, leases, or vendor-managed inventory arrangements. Interested small businesses and other than small business concerns under NAICS code 334510 must submit their capabilities statements by 1:00 p.m. Eastern Time on November 18, 2026. Submissions must include separate Technical and Business Representation sections, each limited to 10 pages in 12-point Times New Roman font, and be emailed to Justin Moore and Richard Hall. Responses should detail the company's manufacturing capabilities within the United States, regulatory maturity, supply chain resilience, and cybersecurity standards for handling sensitive patient health information.

The Naval Medical Logistics Command, under the Department of Defense, issued solicitation N6264519R0062 for the procurement of two UltraPulse Encore TotalFX carbon dioxide surgical and dermatologic laser units. One unit is designated for US Naval Hospital Rota and the other for Naval Medical Center Portsmouth. This is a brand-name only, firm fixed price acquisition specifically for Lumenis Inc. equipment, as it is the only manufacturer capable of providing the required 4mm penetration depth necessary for the ablation of the entire dermal layer of skin. The procurement includes a trade-in of obsolete Coherent Ultra Pulse Encore units to provide an economic advantage of approximately 26,800 dollars per unit. The required lasers must feature a wavelength of 10,600nm and be FDA-indicated for the removal of soft tissue, including cancerous and pre-cancerous types, as well as skin resurfacing and the treatment of cutaneous pain syndromes. Technical specifications require continuous, pulse, and superpulse treatment modes, 120V 60Hz power requirements, and mounting on rolling, lockable casters. The vendor must be an authorized OEM dealer or distributor to ensure OEM warranty and service are maintained. Additionally, the vendor is responsible for delivery, uncrating, installation in compliance with OSHA requirements, and the removal of all packaging debris.
