Full Description

This posting provides notice of the proposed contract action in accordance with FAR Part 12 and FAR Subpart 13.5 to acquire marine acoustic sound monitoring equipment and software through Ocean Instruments NZ. The determination not to compete the proposed contract actions was made in accordance with FAR 13.510(a). Given the unique and highly specialized nature of acoustic recorders, only one source is capable of providing the supplies needed to meet the quality for the scope of work. Ocean Instruments NZ is the only manufacture and distributor of its own equipment and the only company that offers hydrophones which meet the specific requirements needed to monitor in-water baseline ambient noise and construction noise per the Endangered Species Act (ESA) Section 7(a)(2) Biological Opinion. The SoundTrap acoustic recording devices will allow long-term acoustic monitoring marine life at Pearl Harbor. The dBWav Acoustic Analysis Software that is requested will allow analysis of in-water noise measurements, thus informing required mitigation measures. The equipment will be used to analyze acoustic measurements before, during, and after construction activity around Pearl Harbor to meet baseline requirements for the National Marine Fisheries Service. A single source justification for using other than full and open competition was approved on 12 April 2023 by the Contracting Officer and Small Business Professional.
