This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.  


Solicitation number N3220526R0002 is issued as a request for proposal (RFP) for diving services to provide hull cleaning, hull inspection, incidental repairs, cofferdam services, and other related ship husbandry on the underwater portion of MSC Government Owned, Government Operated (GOGO) Vessels. Services will be performed worldwide. 


This acquisition is not set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at https://www.acquisition.gov/far-overhaul.


This solicitation does not have a Defense Priorities and Allocation System (DPAS) rating. 


See attached SF 1449 for a list of all details of the supplies and/or services required and a list of all solicitation provisions and contract clauses that apply to the acquisition. 


Responses to the solicitation are due 5:00 PM Eastern Time on 20 August 2026. Proposal may be e-mailed to Mr. Timothy Lewis, timothy.lewis60.civ@us.navy.mil, and Mrs. Shelby Beach, shelby.m.beach.civ@us.navy.mil.  To be considered timely, an e-mail proposal must be received in its entirety in the designated e-mail inbox by the due date and time for proposal submission. Reference the solicitation number on your proposal.  E-mail proposals shall be in the format specified within the solicitation.  No other method of submission is acceptable. 


One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

Solicitation Amendment 0001 was issued to extend the submission deadline to 22 July 2026, revise Exhibit A - CDRLs, revise Exhibit B - G pricing sheets, revise Attachment 1 - Performance Work Statement, revise Attachment 7 - Ship Characteristics, and
revise Section L regarding instructions for submitting the pricing sheets as detailed in the addendum to FAR 52.212-1.


Solicitation Amendment 0002 was issued to revise the Performance Work Statement and the addendum to 52.212-1 within Section L. As a result, this Amendment is extending the Solicitation closing date to 20 August 2026.
