Underwater Remotely Operated Vehicles

The U.S. Navy, through Naval Supply Systems Command Fleet Logistics Center Jacksonville, is conducting market research under a Sources Sought notice to identify qualified small business vendors capable of supplying two Remotely Operated Vehicles (ROVs) for underwater inspection, maintenance, and search and recovery operations at Naval Station Mayport. This requirement is designated as a Total Small Business Set-Aside under FAR 19.5 and is limited to small businesses including 8(a), SDVOSB, HUBZone, WOSB, and general SB entities, who must provide detailed company information, CAGE code, NAICS code 334511, and certify their socioeconomic status. The ROVs must meet stringent technical specifications including a minimum 280-meter depth rating, ultra-HD 4K camera with ±30° tilt, integrated 3,000-lumen LED lighting, a modular electric manipulator arm capable of 2kg lift at full reach with 600N closing force, interchangeable Quad and Soft Jaws, a 130-meter buoyant tether, and a four-standard-battery configuration. The complete system, excluding the tether, must be man-portable and housed in a ruggedized, waterproof transport case. The ROVs must be suitable for deployment from small boats and pier-side operations with delivery required within 4 to 6 weeks after receipt of order to SERMC Building 1488 in Jacksonville, Florida during standard business hours on weekdays. Inspection and acceptance will occur at the government facility by SERMC Code 970 through visual and functional testing, with defects requiring repair or replacement per warranty provisions including a one-year extended warranty with an option for an additional year. All personnel accessing Naval Station Mayport must be U.S. citizens, and contractors must identify as either U.S.-owned or FOCI entities, providing detailed documentation such as vehicle registration, proof of insurance, driver’s license, and secondary photo ID for access clearance. Responses must be submitted via email by 0900 EST on June 4, 2026, not exceeding five single-sided pages, without proprietary or classified information, and must include a capability statement beyond standard brochures or DOR paraphrasing; no funding is available for response preparation.
