Full Description

The United States Marine Corps Systems Command (MARCORSYSCOM), Infantry Weapons Systems, Quantico, Virginia intends to solicit on a Sole Source basis under the statutory authority permitting Other Than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Ocean Technology Systems of Santa Ana, CA for the following Commercial Off The Shelf (COTS) items: This contract will consist of initial issue provisioning of 10 diver worn UVC with option to purchase 875 additional diver worn UVC, 1 portable surface station with pelican cases with option to purchase 74 additional portable surface station with pelican cases, 10 Ear/Mic assembly Single ear phones with option to purchase 875 additiional Ear/Mic assembly Single ear phones, on-site technical assistance for one week of training to be conducted by Government personnel for 23 Marine Corps train the tra! iner personnel, special tools required for crew/unit maintenance, technical documentation in the form of operator and maintenance commercial manuals, and technical support during the development of the Government technical manual for the CDFFM with UVC. The UVC is known commercially as the Ocean Technology Systems Magnacom Acoustic Transceivers (two types: a diver worn unit and a portable surface station). This contract will be awarded under FAR Part 12. Ocean Technology Systems is the manufacturer and only known vendor of these products and is therefore the only vendor deemed qualified to provide these items. The North American Industry Classification (NAICS) Code is 334419. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, and past performance data no later than 2:00 pm EST, ! 04 December 2008 to Commanding General, Marine Corps Systems Command, Attn: IWS Earl Edmonds, 2200 Lester St., Quantico, VA 22134. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
