This is a SOURCES SOUGHT SYNOPSIS and is not a presolicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran owned, Women owned Small Business firms and even large businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions.


The NOAA National Ocean Service (NOS), Office of Coast Survey (OCS) Center of Excellence for Operational Ocean and Great Lakes Mapping (COE) requires a highly portable, space-saving underway profiling suite for use on small survey craft and vessels of opportunity.


BACKGROUND:


The Center of Excellence (COE) requires a fully integrated, turnkey, highly portable, and rapidly deployable underway profiling system to directly support the education and training of the hydrographic workforce. This turnkey system must provide a complete, out-of-the-box solution that allows personnel to rapidly mobilize and configure a Moving Vessel Profiler (MVP) for continuous water column data collection. This hands-on capability is critical for developing operational proficiency and maintaining instructional readiness in modern hydrographic survey techniques. Furthermore, this must be a fully functional, practical, and usable system for surveyors, ensuring that personnel receive realistic, industry-standard experience with underway profiling equipment.


TECHNICAL SPECIFICATIONS:


The operational requirements for this system are:


  • It must include all required components to mobilize on a typical vessel-of-opportunity (winch, davit, control box, logging instrument, sensors, and software).
  • The system must be highly portable and capable of being deployed by a small team, specifically tailored for instructional environments and use on smaller survey vessels.
  • The resulting data must meet or exceed NOAA’s highest hydrographic quality specification (“Exceptional”) as outlined in the Hydrographic Surveys Specifications and Deliverables.
  • System mobilization, from packaged to deployed on a typical vessel-of-opportunity, must be achievable in a rapid timeframe by a practiced team with common hand tools.
  • The system must be delivered “turn-key” and ready for deployment.
  • (Qty - 1) Underway Profiling System. Includes Davit, Winch, Control Box and Software, and Spares Kit.
