The University of North Georgia, under the Board of Regents of the University System of Georgia, is seeking a Program Manager for the Strickland Hall Renovation project in Gainesville, Georgia, through a Request for Qualifications and Fee Proposal process with a deadline of July 1, 2026. The project, with an estimated total budget of $11.6 million, will be delivered using the Construction Management at-Risk method, requiring the selected firm to provide comprehensive program management services spanning programming, planning, design, pre-construction, and occupancy phases. The Program Manager will represent the university throughout the project lifecycle, ensuring financial feasibility, developing a detailed program and budget, establishing cost containment strategies, preparing project schedules, coordinating with design teams and campus stakeholders, and overseeing closeout activities including commissioning and as-built documentation. The firm must comply with the Energy Efficiency & Sustainable Construction Act of 2008 and obtain Georgia Peach certification, while adhering to all applicable state codes for fire safety, ADA, mechanical, electrical, and telecommunications systems. The estimated base program management fee is approximately $170,000, covering Predesign and Preconstruction phases, with a detailed fee proposal required using Exhibit D for all three phases of the project. Proposers must meet strict eligibility criteria, including being currently licensed in Georgia, not being debarred or suspended, and having no terminations for cause or defaults on public contracts within the last five years. All submissions must be delivered electronically as a single PDF not exceeding 50 pages, using the prescribed naming convention and uploaded via the BOR’s Egnyte platform prior to the deadline. Mandatory attachments include a Certified Statement of Truthfulness under penalty of criminal prosecution under state and federal statutes, a Contractor Affidavit verifying E-Verify compliance under Georgia law, a Proposer’s Disclosure Statement disclosing any business transactions or gifts with the Board of Regents or project stakeholders over the past one to two years, a Certificate of Insurance specifying professional liability coverage and deductible, and documentation of minority business enterprise status. The evaluation is conducted in two ranked stages: first, a detailed review of Statements of Qualifications weighted toward relevant project experience, suitability, and firm stability; second, finalist interviews focusing on team qualifications, proposed management methodology, and communication effectiveness. Only the highest ranked firm will have its fee proposal opened, and all key personnel must attend the interview. Failure to submit any mandatory document, including the E-Verify affidavit or Disclosure Statement, will result in automatic disqualification.
