Uniform Alterations BPA

The 910th Airlift Wing is seeking uniform alteration services under a 100% small business set-aside solicitation numbered FA665626Q0014, issued as a Request for Quotation. This procurement is structured as a single firm-fixed price blanket purchase agreement with a base period from July 1, 2026, through June 30, 2027, and two option years extending through June 30, 2030. The North American Industrial Classification System code is 811490 with a small business size standard of $9 million, and only entities qualifying as small businesses under this standard may respond. Offerors must maintain an active System for Award Management (SAM) registration at the time of submission and provide their Unique Entity Identifier (UEI) and a corresponding Commercial and Government Entity (CAGE) code that precisely matches the submitted name and address. Quotes must be submitted via email to ashley.senich@us.af.mil no later than 10:00 a.m. Eastern Standard Time on June 22, 2026, and must reference the solicitation number in both the email subject and documentation. The services required include precise alterations to military uniforms such as hemming pants, skirts, and jacket sleeves; sewing stripes, name tags, badges, patches, rank insignia, and Velcro; replacing buttons; and other tailoring tasks in accordance with Air Force Instruction 36-2903. All work must be completed within one week of garment drop-off and performed at the designated performance location in Vienna, Ohio. Evaluation will be conducted using a lowest price technically acceptable methodology, with technical acceptability as the primary gate, followed by price and past performance as secondary considerations. Award will be made to the offeror who meets all technical requirements at the lowest price. Invoicing and acceptance of services must be processed through the Wide Area WorkFlow system using specific forms such as Invoice 2in1 for services without physical deliverables, and payment will be made via the Governmentwide Commercial Purchase Card. The contract incorporates a range of Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement clauses governing cybersecurity, subcontracting, ethical standards, whistleblower protections, payment procedures, and prohibitions on certain business practices, including restrictions on telecommunications equipment and dealings with the Maduro regime. An ombudsman is available to address offeror concerns, and all technical inquiries must be directed to the contracting
