The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located at 330 Independence Ave, SW Washington, D.C. 20237, intends to negotiate and award a sole source contract modification to Trademasters Service, Inc., 7208 Lockport Place, Lorton, VA 22079. The Contractor is currently providing the services this action covers. The planned sole source modification will allow the Contractor to continue to provide the BBG maintenance only because this Contractor possesses the capabilities to provide the services necessary for the Agency to meet its broadcasting mission. This contract modification will include an additional two (2) months period beginning 01/01/2018 through 02/28/2018. The statutory authority permitting other than full and open competition that is applicable to this procurement is 10 U.S.C. - 2304(c)(1) which is implemented at FAR 13.106-1(b)(1)(I), only one source reasonably available. Trademasters Service, Inc. is currently providing all labor, material, equipment and engineering support which insures an uninterrupted power supply to the Broadcasting Board of Governor's Cohen Building at 330 Independence Avenue, S.W. Washington, DC which is critical importance to the mission of BBG. The requested services are urgently needed by BBG in order to keep the above building functional, while BBG finalizes a long term Contract for continued UPS maintenance at the Cohen Building. It would be very costly and require additional expenditure for related services for BBG to re-establish the lost power supply at BBG headquarters. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above. Also, interested firms must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Andrei G. Howze, Senior Contract Specialist, by Monday, January 29, 2018 5:00pm Eastern Standard Time via email at ahowze@bbg.gov. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. Telephone or faxed responses are NOT acceptable and will NOT be considered. Any questions regarding this Notice of Intent shall be in writing and submitted to Andrei G. Howze, Senior Contract Specialist, via e-mail to ahowze@bbg.gov and must include the solicitation number in the subject line. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not a RFP, IFB, or RFQ.
