Columbus State Community College seeks to renovate and repurpose specialized instructional spaces within Union Hall to support the continued growth of its Health Sciences programs. This project is a key component of the College’s broader Health Sciences facilities strategy, leveraging the opening of OhioHealth Hall to consolidate complementary programs into Union Hall and optimize instructional space across campus. The project includes the renovation of existing instructional laboratories, support spaces, and faculty office areas. Through a comprehensive programming and planning process, the College seeks to determine the optimal utilization of the available space while creating a cohesive health sciences environment that supports current instructional needs and future program growth. The project is anticipated to include a combination of highly specialized instructional laboratories supporting Human Anatomy and Physiology, Dental Hygiene, Medical Imaging, and Emergency Medical Services, along with faculty offices, laboratory preparation and storage areas, and other associated program-specific support functions. Final program requirements and space allocations will be confirmed through the programming process. The project will require the planning and design of diverse laboratory environments with unique operational, infrastructure, and regulatory requirements. These may include specialized ventilation systems, medical gases, compressed air, imaging equipment, radiation shielding, anatomical specimen storage, sterilization support, hazardous materials handling, laboratory utilities, and other discipline-specific building systems. Successful teams will demonstrate experience integrating these complex technical requirements while creating a cohesive learning environment that promotes interdisciplinary collaboration, operational efficiency, and an exceptional student experience. Because the programs are currently distributed across multiple campus locations, the programming effort will include evaluation of departmental adjacencies, instructional workflows, shared resources, equipment utilization, and opportunities to improve collaboration among the Health Sciences disciplines while maximizing the efficient use of specialized instructional space and shared resources. The College seeks an Architect/Engineer with demonstrated experience planning and designing higher education health sciences facilities, including specialized laboratory environments, simulation spaces, and allied health programs. Successful teams will demonstrate expertise in higher education programming, stakeholder engagement, laboratory planning, and the integration of complex building systems required to support contemporary healthcare education. The selected firm will facilitate programming workshops, guide stakeholder visioning sessions, build consensus among diverse user groups, and develop a comprehensive Program of Requirements that balances instructional priorities, operational efficiency, technical requirements, and long-term flexibility. This project represents an opportunity to strengthen the College's Health Sciences programs by creating modern, adaptable learning environments that support student success, respond to evolving workforce needs, and enhance interdisciplinary collaboration across the Health Sciences. The completed facility will position Columbus State to educate the next generation of healthcare professionals while providing flexible, future-ready spaces that can evolve alongside advances in healthcare education and practice. The scope of work encompasses the creation, or renovation of approximately +/-20,000 NASF across six (6) laboratories, four (4) classrooms, Two EMS simulation labs,15-20 offices and student lounges areas. All within the Union Hall building. Renovation work is primarily anticipated to occur within the existing footprints of existing labs and support spaces. Minimal increases or reductions of room size or other changes to the perimeter walls are anticipated unless required for code compliance or effective office layouts. The scope of work will include, but not be limited to: new ceilings, lighting, radiation shielding, finishes (flooring, paint, window shades) furniture, writing surfaces, access control, audio visual, wifi, and modified tele/date and power to meet new guideline locations. Additional MEP modifications may include specialty gases, compressed air, HVAC and exhaust updates as required to support laboratory use, fire protection/alarm work. Work will be completed in one phase of construction.
Scope of Services: Upon award of the Agreement, commence with visioning and the development of a Program of Requirements (“POR). While the College has identified the laboratories within Union Hall for renovation, the selected AE will assist in the process of determining where each laboratory is most effectively located within the building. While Columbus State has established general science laboratory design guidelines, the College expects the selected design team to work with CSCC to advise on the needs to support these specialty lab functions and curriculum. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Contracting Authority, the cost breakdown of the A/E Agreement detailed cost components to address the Owner’s project requirements, participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Anticipated Design and Construction Strategy: • The College intends to engage a Construction Manager at Risk firm to perform pre-construction schedule and estimating support. • College intends to start the Union Hall lab renovation construction work in Autumn 2027. The AE team in partnership with the TBD CMr will assist the College with establishing the overall project schedule. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov. During the construction period, provide not less than 16 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1. Design for highly specialized instructional laboratories supporting Human Anatomy and Physiology, Dental Hygiene, Medical Imaging, and Emergency Medical Services, along with faculty offices, laboratory preparation and storage areas, and other associated program-specific support functions. 2. Laboratory Equipment specification and procurement. 3. Deferred maintenance analysis of systems within the area of renovation, MEP systems, HVAC systems, Fire Alarm systems, Fire Protection systems, etc. 4. Experience with community college and non-residential diverse student populations. 5. Design and construction administration of Construction Manager at Risk contracts following State of Ohio/OFCC requirements. 6. Cost estimating and scheduling of similar project types. 7. Renovation of existing buildings. 8. ADA review of existing conditions and design. 9. Previous experience with local jurisdiction or similar sites
