Unit Price Curb Ramps and Sidewalk Contract 4

This contract is for the construction of ADA-compliant curb ramps, curbs, and sidewalks across various locations within the City of Seattle, with work organized into discrete Work Packages that define specific scope, location, and deliverables. The project encompasses a broad range of civil construction activities including traffic control, pavement and sidewalk removal, sawcutting, excavation, subgrade preparation, concrete forming and placement, installation of detectable warning plates and pedestrian pushbutton assemblies, storm drainage systems, HMA and concrete paving, channelization, landscaping, speed hump installation, and traffic sign installation or relocation. Electrical work and rebar installation are explicitly included under the contractor’s responsibilities. The contract utilizes a unit price pricing model, where bidders submit unit rates for specific line items such as construction surveying, vibration monitoring, traffic control officers, and pedestrian signal components, and the low bidder is determined based on these rates. Although bid quantities are used for evaluation, they do not become part of the final contract, and payment will be based on actual quantities performed under each Work Package. The contract has a Not to Exceed value of $4,000,000 with a minimum award value of $200,000, and performance is expected to begin with the first Notice to Proceed issued for a Work Package. The base contract duration is one year, with an option to extend for a second year, ending when either the second year concludes or the total payments reach the cap, whichever comes first. All work must comply with Ordinance No. 126955 and meet standards set by the City of Seattle’s Public Works department, including materials approved under specific Lab Inspection Codes. Contractors must submit detailed submittals, adhere to strict inspection protocols requiring final cleanup and documentation prior to acceptance, and ensure all Work Packages are formally accepted before invoicing. Payment must be requested within 40 calendar days of Work Package Acceptance, and full contract closeout requires submission of state forms, all change orders, resolved claims, and completed performance evaluations. The contract requires compliance with prevailing wage laws, Paid Sick and Safe Time regulations, and strong minority- and women-owned business enterprise (WMBE) participation goals, with scoring based on aspirational targets and guaranteed subcontracting commitments.
