The United States Air Force Judge Advocate General’s Corps is conducting market research through a Request for Information (RFI) to identify potential vendors capable of providing access to an online collegiate and law school recruiting network, specifically through the 12twenty platform. This RFI, identified as FA7014-26-Q-PKHB08, is purely for planning and information-gathering purposes and does not constitute a solicitation for proposals or a commitment to award a contract. The goal is to modernize the JAGC’s recruitment efforts by replacing outdated on-campus methods with a scalable, digital solution that enables direct engagement with law students nationwide. Vendors are requested to submit a capability statement addressing the Salient Characteristics, which include providing a firm-fixed-price subscription to a platform offering access to over 187 law schools, tools to search and filter student resumes, direct messaging capabilities, branded employer profile creation, proprietary candidate identification algorithms, engagement tracking, interview scheduling, and system uptime guarantees. The response deadline is 3:00 PM EST on May 1, 2026, and submissions must be emailed to Brittney Devallon with a specified subject line. No costs associated with responding to this RFI will be reimbursed by the government, and non-response will not affect future participation in potential solicitations. The procurement is classified under NAICS code 541511 for Custom Computer Programming Services and PSC DA10 for Web-Based IT Subscription, reflecting the digital nature of the required service. Performance will be conducted remotely with no physical delivery or packaging requirements, and the place of performance is listed as Suitland, Maryland. Key contractual elements anticipated for any future award include a firm-fixed-price structure, two mandatory virtual meetings at the start and end of the contract term, and 24/7 platform availability. No formal evaluation factors, weights, or award criteria are specified at this stage, nor are any contract clauses, certifications, or socioeconomic set-asides required for this RFI. There are no security clearance, key personnel, or OCI provisions outlined. Accounting data, payment information, invoicing methods, and COR/COTR assignments have not been provided, as this is strictly a market research initiative designed to assess vendor capabilities before potential future procurement. Respondents are not required to provide UEI, CAGE codes, size status, or any affirmative representations, and the government will not consider unsolicited proposals. The JAGC aims to build a more efficient, diverse, and technologically advanced talent

This sources sought synopsis/RFI is published for market research purposes only, to identify potential sources capable of performing contractual services that can provide support/services to USAF JAGC.

3.  BACKGROUND

PSC:  DA10 - IT AND TELECOM- WEB-BASED SUBSCRIPTION

NAICS: 541511 - Custom Computer Programming Services

The USAF JAGC operates in a hyper-competitive legal market, vying for top-tier legal talent against high-paying private sector law firms and other public service organizations. Historical military recruiting methods, which traditionally rely on on-campus interviews and career fairs, are resource-intensive and have a limited reach. Furthermore, these methods present significant logistical and financial constraints; the USAF JAGC recruiting staff is limited in size, and its travel budget is finite, making it impossible to establish a physical presence at every law school of interest. These conventional approaches are no longer sufficient to effectively engage with a broad and diverse pool of candidates in a digital age.

The contractor shall provide a firm-fixed-price subscription service for the 12twenty online recruiting platform. This is an intentional and targeted approach to recruiting, which is necessary for the JAGC to attract and retain diverse and talented Air Force officers in a competitive market. The JAGC is seeking to procure access to an online collegiate and law school recruiting network to modernize the JAGC’s current recruiting strategy. This network should include the ability for the JAGC to market directly to students using the online network, as well as to positively identify potential high-quality applicants based on resumes and data uploaded by students.

Performance can take place remotely, with occasional (quarterly) communications via email and virtual meetings. At a minimum, two virtual meetings will occur between the Contractor and Code 61 at the start and conclusion of the contract period..
