AI Contract Overview

The General Services Administration sought up to 183,157 rentable square feet of contiguous office and specialized space in the Washington, DC Central Employment Area to consolidate and replace existing leases for the National Transportation Safety Board. The requirement specified a ten year firm term with a five year renewal option and an estimated occupancy date of January 2011. Key facility needs included a column free boardroom for 300 people, a materials laboratory with loading dock access for heavy equipment, and a secure recorder laboratory free from electronic interference. The site was required to be in close proximity to Metrorail, Reagan National Airport, and major highways, while adhering to all federal, state, and local building codes. Although the initial solicitation was open to new construction or existing buildings, a subsequent Justification for Other Than Full and Open Competition determined that negotiating a succeeding lease with the incumbent lessor was the most viable path. A cost benefit analysis indicated that relocating the agency would result in substantial expenses exceeding 22 million dollars. Consequently, the government identified the incumbent as the only responsible source capable of satisfying the requirement without incurring unnecessary costs. The procurement was managed by the GSA with Jones Lang LaSalle Americas, Inc. serving as the tenant broker.
