UNITY ESSENTIAL MS ACADEMIA SUPPORT PLAN FOR LABORATORY EQUIPMENT

Holley Center for Agriculture & Health (RWHCAH) intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (i), "Soliciting from a single source" based upon only one responsible source. The USDA intends to solicit and negotiate with Thermo Electron North America LLC for a Fixed-Price Service Contract for a Unity Essential MS Academia Support Plan for 1) TSQ-46000, TSQ Vantage LC-MS, Serial No. TQU002455 and 2) LC-110, EASY-nLC II, Serial Number LC-00651 at the Robert W. Holley Center for Agriculture & Health located in Ithaca, NY. A Purchase Order will be issued for a one-year period. Description of Services: The Contractor shall provide all labor, equipment, materials, tools, assembly, transportation, all software upgrades (at no- cost) and supervision for the service maintenance staff for the above equipment. The Unity Essential MS Academia Support Plan includes: a) Three (3) Demand On-site Service Visits, Response within 5 days; b) Engineer Labor and Travel is Included; c) Priority Status for Technical Support Inquiries, Response within 2 hours; d) Factory-Certified Replacement Parts are Included; e) Thermo Scientific supplied personal computers are covered; f) Software Updates and Notifications; g) Subscription to e-Support Online Technical Resources. The Base Coverage Excludes: 1) Consumable items and parts such as bottles, calibration materials, caps, all Columns, data media, ferrules, filaments, filters, frits, gases, gaskets, injection port liners, integrator paper, ion exchange resin, lamps, photomultipliers, pump oil, reaction tubes, septa, source ceramics, vials, mobile phases, auto sampler, DEP emitters, electron multipliers, glass jet separators, heated capillaries, ion gauges, ion volumes. Also excluded are operator training, sample concentrator, plumbing, and work related to radioactive sources. Also excludes components that cannot be repaired or replaced due to lack of availability from Thermo Scientific supplier (Obsolescence). Complete system replacement is not covered under contract. Government furnished items: 1) TSQ-46000, TSQ Vantage LC-MS, Serial No. TQU002455; and 2) LC-110, EASY-nLC II, Serial Number LC-00651. This equipment is manufactured by Thermo Electron North America LLC. Thermo Electron is the only qualified provider that can services their equipment. NOTE: FAR 13-106-1(b) (i) "Where a single source is identified to provide a portion of a purchase specifies a particular brand-name item, the document in paragraph (b) (2) (i) of this section only applies to the portion of the purchase requiring the brand-name item. The documentation should state it is covering only the portion of the acquisition which is brand-name.
