For Phase 1, Evaluation, the County expects the selected Design‑Build team to investigate both visible and concealed conditions of the premises, determine the underlying causes of issues throughout the building, document building equipment, and produce an evaluation report following Construction Specification Institute (CSI) specification that recommends to the County appropriate corrective measures for the entirety of the premises, to include cost, schedule, and scope required for Phase 2. Phase 1 may also include immediate and obvious repair work (window replacement, mold abatement, etc.). During Phase 1, design work shall commence for Phase 3, Tenant Improvements. The architect shall work with the County to program the space requirements for the end users and will meet with County as required to review plans. All design work and construction documents shall be permitted and approved by the County by the conclusion of Phase 2. Upon receipt of the evaluation report, the County shall make determinations based on the findings and will negotiate the scope, cost, and schedule for Phase 2 with the Contractor. For Phase 2, Reconditioning, the Contractor shall execute the approved scope of work negotiated based upon the evaluation report. The County anticipates this Phase to include significant reconditioning of multiple systems throughout the premises and will conclude when it has been determined that the premises is code compliant and is suitable for occupation. The Contractor shall work with the Architect in the development of the construction documents and shall have a Phase 3 cost estimate and schedule ready for review with the County no later than the Architect's submittal date of the required permits. Continuing in Phase 2, the architect will continue to develop construction documents and will provide owner reviews at 30%, 60% and 90% completion of the construction documents. The County shall coordinate with the Architect to review and approve construction documents and shall be submitted by the Architect for permitting at least 6 weeks prior to the conclusion of the Phase 2 reconditioning schedule. Phase 3 will consist of the construction of the Tenant Improvements agreed upon during Phase 3 cost estimate negotiation. During this Phase, the Design-Build team will provide updates to the County as to the progress and expected completion of the Project. This Phase will be considered complete when the building has received its certificate of occupancy.
