The purpose of this prequalification (PRQ) is to ensure that Proponents invited to bid on cost consulting work at the University of Calgary are capable of delivering both quality and value. Through this prequalification process, Consultants will demonstrate to the University that they have the necessary financial capacity, technical expertise, managerial ability, project success and relevant experience to provide specific construction services. The intent is to have an appropriate number of prequalified firms (approx. 3 to 4) to bid on cost consulting work at the University. As needed, the University reserves the absolute right to prequalify additional firms at any time if it is in the best interests of the University to do so. In general, the Cost Consultant will assist the University with (but not limited to): • Help to determine the University’s requirements and undertaking feasibility studies; • Benchmarking requirements against similar projects; • Assessing and comparing options; • Helping to define project budgets; • Checking developing designs against the project budget; • Assessing value for money; • Checking designs meet legal and quality standards; • Undertaking value management exercises; • Preparing cost plans, estimates and cash flow projections; • Preparing bills of quantities; and • Estimating the cost of variations.
