The system-of-systems integrates commercial-off-the-shelf equipment and programs of record to facilitate critical command and control data, voice interconnectivity, and video relays between Ground Control Stations, Squadron Operations Centers, the Wing Operations Center, and worldwide C2 centers. These operations support aircraft such as the MQ-1 Predator and MQ-9 Reaper across unclassified, Secret, and Top Secret/Sensitive Compartmented Information (TS/SCI) levels. Primary performance locations include the 432nd Wing at Creech Air Force Base, Nevada, and the 49th Fighter Wing at Holloman Air Force Base, New Mexico. The contract is structured as a Fixed-Price with Award Fee and Cost-Reimbursable agreement, encompassing a wide range of technical requirements including systems administration, network monitoring for NIPRnet, SIPRnet, and JWICS, and help desk functions. Key personnel, such as Program Managers and Senior Network Engineers, must possess TS/SCI clearances and specific professional certifications like PMP, CCIE, or MCSE, in compliance with DoD 8570.01-M. The contractor is held to rigorous quality and performance standards, including compliance with ANSI/ISO/ASQ 9001:2008 and specific Operational Availability (Ao) metrics for communications systems. Deliverables are managed through a comprehensive Contract Data Requirements List (CDRL) matrix covering personnel manning, financial management, configuration control, and life-cycle management reports.

The subject contract is for the operations and maintenance, design and development, and sustainment of Unmanned Aircraft System Operations Center Support (UASOCS) mission systems in support of unmanned aerial Combat Air Patrols managed by ACC. The command's Unmanned Aircraft Systems (UASs), currently, but not limited to the MQ-1 Predator and MQ-9 Reaper, provide war fighters long endurance, real time reconnaissance and surveillance, and precision attack against fixed and time critical targets. UASOCS is comprised of both commercial-off-the-shelf (COTS) equipment solutions and programs of record for interfacing and communicating between Ground Control Stations (GCS), Squadron Operations Centers (SOC), the Wing Operations Center (WOC), forward aircraft, and Command and Control (C2) centers worldwide at the unclassified, Secret, and Top Secret/Sensitive Compartmented Information (TS/SCI) levels. This system-of-systems provides critical C2 data, voice interconnectivity, and video relays to enable pilots and sensor operators to fly and control UASs worldwide. Currently, ACC provides UAS operations from the 432nd Wing (WG) and the 49 Fighter Wing (FW). The 432 WG is the lead wing and provides overall command and control of UAS operations. The 49 FW provides training to support UAS operations. ACC/A8QC, the command's UAS Communications Requirements Branch, acts as the focal point for the purposes of reporting. The 432 WG is comprised of the 11th Reconnaissance Squadron (11 RS), 15th Reconnaissance Squadron (15 RS), 17th Reconnaissance Squadron (17 RS), 42nd Attack Squadron (42 ATKS), and 18th Reconnaissance Squadron (18 RS) at Creech AFB (CAFB), NV. The 49 Fighter Wing (FW) provides training to support UAS operations. The 49 FW is comprised of the 29th Attack Squadron (29 ATKS) and 6th Reconnaissance Squadron (6 RS) and the 16th Training Squadron (16 TRS) at Holloman AFB (HAFB), NM.

Air Combat Command (ACC) Counter Small Unmanned Aircraft System (C-sUAS) as a Service
Solicitation # FA4890-261013
The Air Combat Command (ACC) is conducting market research via solicitation FA4890-261013 to identify industry capabilities for a Contractor-Owned, Contractor-Operated (COCO) Counter Small Unmanned Aircraft System (C-sUAS) as a Service. This initiative seeks a turn-key solution for the supply, operation, maintenance, modernization, and disposal of C-sUAS components to protect Department of the Air Force installations. The government envisions an initial prototype deployment at two Continental United States (CONUS) Air Force installations, with potential options to scale across additional ACC sites based on performance. Technical requirements for the service include a detection and tracking range between 3 and 5 miles for Group 1–2 sUAS, a neutralization rate of 95% to 98%, and operational uptime of 95% to 98%. The system must be capable of independent operation for up to 96 hours and integrate seamlessly with Base Defense Operations Centers, Wing Operations Centers, and Joint C2 frameworks. Compliance with the DAF Risk Management Framework, Anti-Tamper standards, and Cybersecurity Maturity Model Certification benchmarks is mandatory, alongside adherence to 10 U.S.C. § 130i authorities. Interested respondents must submit a capability statement not exceeding 20 pages by November 1, 2026. Submissions should be delivered in PDF format to Contracting Officer Timothy Overby and Contract Specialist Jennifer Judkins. The response must cover corporate experience from the last five years, technical feasibility, operational posture regarding legal authorities, cybersecurity architecture, and recommended commercial business models for pricing and mobilization.
